I heard that when an adult keeps an unusual amount of tootsie rolls around, it is usually a sign of drug use. Is this true? and if so, what does one have to do with the other?

Well, that’s a bit of a stretch! Suppose the adult is a grandparent whose grandchildren frequently visit, or a day care provider? Or someone who likes candy? Or just someone who shops at a warehouse store like Costco?
I can sorta see a possible connection between use of methamphetamine and suckers: meth users are often dehydrated and licking their lips, so the sucker could give them something else oral to focus on. Same with ravers: sometimes sucking on candy pacifiers due to the drugs taken.
However, as a rule, rules are meant to be broken. This one seems a bit too far of a stretch to even make it a rule.
No, it’s not, but drug users, especially weed smokers, sometimes get very hungry or the “munchies” afterward.
My Dad had a bowl of tootsie rolls and he wasn’t and isn’t a drug user.
