Since Iranian Police is very devoted to anti-drug fight (quite contrary to what some other answerers said), the Afghan drug dealers are not very successful in transiting their drugs through Iran, but at least they can enter them to Iran. Considering the great number of Afghan immigrants and assylum in Iran (about 3 millions of them), any of them can be considered as a potential dealer. So...?
