What policy may be the BEST strategy to reduce teenage drug use?

This is for a paper I need to write for my Crime and Deviance class, and I was wondering to see what your opinions are on this topic, as I am debating whether or not my strategy is too harsh.

    Perhaps being honest about the effects of the drugs………..
    Crack is bad..weed is not very bad………….and on, and on……..
    the truth is always better than lies……….and the social effects also…..get caught..no student loans.no government jobs……..
    leave it all out there…….let everyone know………

    Look into the causes of the problem.
    Where the drug came from ?
    Why the teenager ‘love’ drugs?
    Why the teenager can get the drugs so easily ?
    How serious the problem will leads to?
    To me, this is a very serious problem. Therefore, have to tackle all espects.
    - make a real harsh penalty for drugs smuggling, drug dealing, drug biz.
    - have a harsh penalty for people who use it too (eg: will be put into a special place – to re-educate – for several months).
    Who dare to smuggle and use drug in Singapore ?

    The only policy is parents,parents who never have done drugs arent goinh to do them,that is the only “policy” that will work.
