The folks that smoke dope like this call it “Chasing the Dragon” they put the tar heroin on the foil and heat it with a lighter and inhale the smoke through a straw to get high.
Try to talk him out of this behavior.
it could be heroin but you could also smoke meth on top of foil and meth is way cheaper and easier to come by.
